If you stumble across a phishing website, it's good practice to report the website URLs to the respected company.
For example, if you're taken to a phishing website that is similar to PayPal, you can report that website to PayPal and they will take the necessary steps to remove that website off of the Internet.
Although some websites, like PayPal, have their own special web page for reporting fake websites, your best bet is to contact the company directly by clicking on one of their contact links. You can send an e-mail directly to them and you can be assured that it will get to the right department.
